Obama: Boston was not an intel failure

President Barack Obama forcefully defended his response to Syria's civil war, denying his administration had been "bystanders" while President Bashar al-Assad massacres his people. He also warned that the U.S. cannot "rush to judgment" regarding the apparent use of chemical weapons against forces seeking the strongman's ouster while suggesting that confirmation might trigger an escalation of the U.S. role in the conflict.

"We don?t know how they were used, when they were used, who used them, we don?t have a chain of custody that establishes what exactly happened," Obama told reporters during a hastily announced question-and-answer session in the White House briefing room. "I?ve got to make sure I?ve got the facts."

"If we end up rushing to judgment without hard, effective evidence? confirming the U.S. intelligence community's preliminary finding that Assad likely used the deadly nerve agent sarin, then America may find it hard to rally support from the international community and even some partners in the region who support Assad's ouster. So "it?s important for us to do this in a prudent way," Obama said.

But the president repeated that the use of chemical weapons would be a game-changer "because what that portends is potentially even more devastating attacks on civilians, and it raises the strong possibility that those chemical weapons can fall into the wrong hands,."

"By game changer I mean that we would have to rethink the range of options that are available to us," said Obama, who has sent aid to Syria's opposition and neighboring countries like Turkey and Jordan but thus far resisted calls to arm the rebels or attack Assad's forces directly.

Obama said there is "a spectrum of options" that are "on the shelf right now" but might be used because using chemical weapons would represent "an escalation, in our view, of the threat."

Obama laughed off a question about whether the defeat of a bipartisan bill to enhance background checks of would-be gun buyers and other legislative struggles meant he lacked the political ?juice? to advance his second-term agenda.

?If you put it that way,? the president said with a chuckle, ?maybe I should just pack up and go home. Golly.?

Obama said he was ?confident? that bipartisan efforts to overhaul America?s immigration policy would result in a bill that passes the Senate and House and ?gets on my desk.?

But he had harsh words for the ?dysfunctional? Congress and critics who suggest that his job is to get lawmakers to ?behave.?

?That?s their job,? he said sternly.

Obama denied claims by some Republicans that the Boston Marathon bombings indicated an intelligence failure. He said investigators had worked in ?exemplary? fashion to track down the perpetrators of the bombing and to determine what provoked two Russian-born brothers, Tamerlan and Dzokhar Tsarnaev, to detonate the two devices that killed 3 and injured hundreds.

Obama said the FBI had worked in concert with Russian officials to identify and question Tamerlan Tsarnaev but had determined nothing had indicted he would carry out an attack. He said US and Russian officials were still cooperating in the investigation.

Obama said Tamerlan Tsarnaev?s apparent embrace of radical Islam indicated a growing concern about ?self-radicalized individuals? living in the United States and unconnected to any terror networks.

?Was there something that happened that triggered radicalization?? Obama asked. ?Are there additional things that could have been done in the interim?"

Obama said DNI James Clapper was reviewing what happened to see if there were additional protocols to put in place to detect a potential attack.

And the president vowed to revisit one of the most high-profile promises from his history-making 2008 campaign: Closing the Guantanamo Bay, Cuba, detention facility.

"I'm going to go back at this," he said with evident passion. "It needs to be closed.

"It's critical for us to understand that Guantanamo is not necessary to keep America safe," it's "expensive," it's "inefficient," it "hurts us in terms of our international standing," and it's "a recruitment tool for extremists," Obama said in his most forceful remarks on the issue in years. "I'm going to re-engage with Congress to try to make the case that this is not something that's in the best interests of the American people."

Obama said American could not be in the business of holding roughly 100 detainees in a "no man's land in perpetuity" without trying them. "That is contrary to who we are." But he acknowledged that "it's a hard case to make" to the public.

Asked whether his administration would continue to force-feed hunger-strikers at the facility, Obama replied: "I don't want these individuals to die."

Ohio gas prices down to start work week

COLUMBUS, Ohio (AP) -- After a big bump at the pump last week, Ohio gas prices are down to start the work week.

A gallon of regular gas in Ohio was listed at an average of about $3.56 in Monday's survey from auto club AAA, the Oil Price Information Service and Wright Express. That's 9 cents lower than last Monday's average of $3.65. The previous week's average was $3.38.

The Ohio price this week is 6 cents higher than the national average of $3.50.

The state average is about 3 cents lower than this time last month, and 19 cents lower than at the same time in 2012.

The lowest average price in the state Monday was about $3.52 in the Dayton/Springfield and Toledo areas.

Car Bombings Kill 19, Wound Dozens In Iraq

BAGHDAD (AP) ? Five car bombs exploded Monday in public areas in predominantly Shiite cities and districts in central and southern Iraq, killing 26 civilians and wounding dozens, officials said.

The blasts come amid a week-long spike in sectarian violence following clashes at a Sunni protest camp in the north of the country. No one has claimed responsibility, but coordinated bombings in civilian areas are a favorite strategy used by al-Qaida in Iraq.

Two parked car bombs went off simultaneously Monday morning in the city of Amarah near a gathering of construction workers and a market, killing 13 civilians and wounding 42, according to police.

Another police officer said a parked car bomb exploded near a restaurant in the city of Diwaniyah, killing eight civilians and wounding 25 others.

Amarah, some 320 kilometers (200 miles) southeast of Baghdad and Diwaniyah, 30 kilometers (80 miles) south of the capital, are heavily Shiite and normally comparatively peaceful.

Hours later, another parked car bomb went off in the revered Shiite city of Karbala, killing two civilians and wounding 12 others, police said. Two early Islamic figures revered by Shiites are buried in the city, about 90 kilometers (55 miles) south of Baghdad.

A parked car bomb ripped through a Shiite neighborhood in the otherwise predominantly Sunni town of Mahmoudiya, about 20 miles (30 kilometers) south of Baghdad, killing three and wounding 16, another police said.

Four medical officials confirmed the casualty figures. All officials spoke on condition of anonymity as they were not authorized to release information.

Sectarian violence has spiked since Tuesday, when security forces tried to make arrests at a Sunni Muslim protest camp in the northern city of Hawija. The move set off a clash that killed 23 people, including three soldiers.

The Hawija incident and a spate of follow-up battles between gunmen and security forces as well as other attacks, including Monday's, have left around 200 dead in the last week.

Lawmakers: Syria chemical weapons could menace US

(AP) ? Syria's stockpile of chemical weapons could be a greater threat after that nation's president leaves power and could end up targeting Americans at home, lawmakers warned Sunday as they considered a U.S. response that stops short of sending military forces there.

U.S. officials last week declared that the Syrian government probably had used chemical weapons twice in March, newly provocative acts in the 2-year civil war that has killed more than 70,000 people and displaced hundreds of thousands more. The U.S. assessment followed similar conclusions from Britain, France, Israel and Qatar ? key allies eager for a more aggressive response to the Syrian conflict.

President Barack Obama has said Syria's likely action ? or the transfer of President Bashar Assad's stockpiles to terrorists ? would cross a "red line" that would compel the United States to act.

Lawmakers sought to remind viewers on Sunday news programs of Obama's declaration while discouraging a U.S. foothold on the ground there.

"The president has laid down the line, and it can't be a dotted line. It can't be anything other than a red line," said House Intelligence Committee Chairman Rep. Mike Rogers, R-Mich. "And more than just Syria, Iran is paying attention to this. North Korea is paying attention to this."

Added Sen. Saxby Chambliss, R-Ga.: "For America to sit on the sidelines and do nothing is a huge mistake."

Obama has insisted that any use of chemical weapons would change his thinking about the United States' role in Syria but said he didn't have enough information to order aggressive action.

"For the Syrian government to utilize chemical weapons on its people crosses a line that will change my calculus and how the United States approaches these issues," Obama said Friday.

But Rep. Jan Schakowsky, an Illinois Democrat, said Sunday the United States needs to consider those weapons. She said that when Assad leaves power, his opponents could have access to those weapons or they could fall into the hands of U.S. enemies.

"The day after Assad is the day that these chemical weapons could be at risk ... (and) we could be in bigger, even bigger trouble," she said.

Both sides of the civil war already accuse each other of using the chemical weapons.

The deadliest such alleged attack was in the Khan al-Assal village in the Aleppo province in March. The Syrian government called for the United Nations to investigate alleged chemical weapons use by rebels in the attack that killed 31 people.

Syria, however, has not allowed a team of experts into the country because it wants the investigation limited to the single Khan al-Assal incident, while U.N. Secretary-General Ban Ki-moon has urged "immediate and unfettered access" for an expanded investigation.

One of Obama's chief antagonists on Syria, Sen. John McCain, R- Ariz., said the United States should go to Syria as part of an international force to safeguard the chemical weapons. But McCain added that he is not advocating sending ground troops to the nation.

"The worst thing the United States could do right now is put boots on the ground on Syria. That would turn the people against us," McCain said.

His friend, Sen. Lindsey Graham, R-S.C., also said the United States could safeguard the weapons without a ground force. But he cautioned the weapons must be protected for fear that Americans could be targeted. Raising the specter of the lethal bomb at the finish line of the Boston Marathon, Graham said the next attack on U.S. soil could employ weapons that were once part of Assad's arsenal.

"Chemical weapons ? enough to kill millions of people ? are going to be compromised and fall into the wrong hands, and the next bomb that goes off in America may not have nails and glass in it," he said.

Rogers and Schakowsky spoke to ABC's "This Week." Chambliss and Graham were interviewed on CBS's "Face the Nation." McCain appeared on NBC's "Meet the Press."

Putin, Japanese leader step up peace treaty effort

MOSCOW (AP) ? The leaders of Russia and Japan have instructed their diplomats to intensify efforts to work out a peace treaty between the two nations.

Russia and Japan have yet to sign a formal peace treaty ending hostilities from World War II due to a dispute over four islands that were captured by Soviet forces at the end of the war. Nevertheless, they have pursued economic ties.

Russian President Vladimir Putin, who met Monday in Moscow with Japanese Prime Minister Shinzo Abe, said both countries told their foreign ministries to "intensify contacts for devising a mutually acceptable way of settling the problem."

"President Putin and I confirmed our understanding that it's an abnormal situation when 67 years have gone by after the end of the war between Japan and Russia and no peace agreement has been concluded," Abe said at a news conference following the talks.

There was no elaboration on possible compromise areas and Putin acknowledged that increased efforts "doesn't mean that everything will be resolved tomorrow."

In 2011, Russia vowed to deploy military hardware to the islands.

With rival China also pursuing closer energy cooperation with Russia, Japan has more incentive than ever to put its historical roadblocks with Russia aside.

Russian and Japanese companies signed an array of documents on the sidelines of the visit. Putin said the Russian natural gas monopoly Gazprom intends to participate in building an LNG terminal in Japan.

Russia's Far East is also keen to attract more Japanese investment in its energy sector and in the infrastructure construction it needs for closer trade ties with the rest of the Asia-Pacific region.

Since taking office in late December, Abe has sought to highlight Tokyo's interest in building closer ties with Southeast Asian nations to help drive economic growth and offset the fallout from tensions with Beijing over a territorial dispute in the East China Sea. He says "economic diplomacy" is a priority for reviving Japan's sluggish economy.

After Russia, Abe is due to visit Saudi Arabia, the United Arab Emirates and Turkey, where negotiations are underway for a major nuclear power technology deal, officials say.

Chiheb Esseghaier and Raed Jaser, who live in Montreal and Toronto, were acting alone, but were operating with support from Al Qaeda in Iran, according to the Royal Canadian Mounted Police.

Al Qaeda in Iran?

Assistant RCMP Commissioner James Malizia, the officer in charge of federal policing operations, said the plot was supported by ?Al Qaeda elements in Iran.?? He also said that Al Qaeda provided "direction and guidance" to the alleged plot.

The link to Iran is a curious one. Al Qaeda leaders and Iran's leaders have not been known allies. Al Qaeda is a Sunni-based movement. Iran is predominantly Shiite. Canadian officials made clear that they weren't connecting the alleged plot to the Iranian government. But the presence of Al Qaeda leaders, who fled from Afghanistan to Iran after September 11, 2001, has been known for some time.

As Peter Bergen, wrote for CNN last month, "According to US documents and officials, in addition to [Suleiman] Abu Ghaith, other of bin Laden's inner circle who ended up in Iran include the formidable military commander of al Qaeda, Saif al-Adel, a former Egyptian Special Forces officer who had fought against the Soviets in Afghanistan, as well as Saad bin Laden, one of the al Qaeda's leader older sons who has played some kind of leadership role in the group."

What prompted the Bergen "Strange Bedfellows: Iran and Al Qaeda" article was the recent capture of Osama Bin Laden's son-in-law, Suleiman Abu Ghaith. As Reuters reported, "he was captured on Feb. 28 and brought secretly to the?United States?... Law enforcement sources say he was detained in?Jordan?by local authorities and the FBI after was believed to have been expelled from?Turkey." But for most of the past decade Abu Ghaith had been living in Iran.

"Current and former US officials said that group, known to US investigators as the Al Qaeda "Management Council," was kept more or less under control by the?Iranian government, which viewed it with suspicion."

Bergen describes the life of Al Qaeda members in Iran is a loose form of house arrest.? They are allowed to go out shopping, for example, but with restrictions.

This latest example of an Al Qaeda-Iran tie will raise some eyebrows.

And how serious was this latest terrorist threat in Canada?

Charges include conspiring to carry out an attack against, and conspiring to murder persons unknown for the benefit of, at the direction of, or in association with a terrorist group, according to the RCMP press release. "It was definitely in the planning stage but not imminent," RCMP chief superintendent Jennifer Strachan told reporters. But she declined to give more details.

Neither men were Canadian, and Canadian law enforcement officials did not state their nationality, but some media reports described them as Tunisians.

US officials?told Reuters that the attack plotters were targeting a rail line between New York and Toronto, but Canadian police did not publicly confirm which route was the target.

Canadian law enforcement officials praised the cooperation between various agencies, including the FBI, the US Department of Homeland Security, Canadian Security Intelligence Service, Canada Border Services Agency, and various local Canadian police departments.

The CBC News says that it's "highly placed sources" tell them that the suspected terrorists have been under surveillance for more than a year in Quebec and southern Ontario.

The two men are reportedly to appear in a Toronto court Tuesday, and more details may be forthcoming in that hearing.

Nadal, Almagro reach Barcelona Open final

BARCELONA, Spain (AP) ? Seven-time winner Rafael Nadal defeated Milos Raonic 6-4, 6-0 Saturday to reach the final of the Barcelona Open.

He will play for the title Sunday against Nicolas Almagro in a match between Spaniards. Almargo defeated Philipp Kohlschreiber 6-2, 6-1 in the other semifinal to advance to his second clay-court final of the year.

"Almagro will be a tough rival," Nadal said. "He will come out aggressive as always. My goal is not to find myself in defensive positions all the time, and even though it will be tough, try to move him around."

The start of Nadal's match was delayed because of rain. He overcame an early break and dominated the rest of the way, with Raonic's big serve doing little damage.

Nadal has won 38 straight matches on the Real Club de Tenis's outdoor red clay. His last loss in Barcelona came 10 years ago to Spain's current Davis Cup captain, Alex Corretja. Nadal is now ranked fifth and has reached six straight finals ? winning three ? since returning from a seven-month knee injury layoff.

He said his long absence makes him value his chance at a title.

"I can't consider this just one more final," the 26-year-old Nadal said. "With everything I have been through over the last few months, one never knows when all this will come to an end. Every chance I have to win a title is in itself maximum motivation. I never imagined reaching six finals in a row."

His eight-year winning run at Monte Carlo ended last weekend when he lost in the final to top-ranked Novak Djokovic.

Both Nadal and Almagro arrive in good form to the final with neither having dropped a set. However, Nadal is 9-0 against Almagro in career meetings.

In the semifinal, Raonic started strong and broke Nadal to love to go up 2-0. But after that initial misstep, Nadal didn't give up a single break chance while converting 5 of 11 to ease past his rival.

Nadal finished off the first set with a slam after wearing Raonic down with a series of drives to work his way to the net. The Canadian soon crumbled and ceded the match point by hitting wide.

"I understood the way to play (Raonic). Tall players have difficulties with shots at their feet," Nadal said of the 6-foot-5 Canadian.

Almagro will play his first final at Barcelona after falling in his two previous appearances in the semifinals.

He dominated Kohlschreiber, hitting nine aces and breaking the German four times.

"To beat Rafa, a lot of things have to go your way," Almagro said. "I'm calm and believe in my tennis, which before was more erratic. Now I believe I can win and that is an important step.

"He is the favorite, but why can't tomorrow be my day?"

Path app is adding 1 million new registered users a week

It looks like everyone loves stickers, because following its last update, Path is growing -- fast. The social app is now pulling in a million users a week and has recently topped nine million. It's picked up most of its new chroniclers and message-senders from English and Spanish speaking regions, particularly in South and Central America. In fact, 500,000 Venezuelans decided to start trying the app over a single weekend. According to Path's co-founder, Dave Morin, search features added at the start of the year have increased user traffic by 50 percent, while the addition of extra stickers and filter purchases has meant its making its way up the top-grossing charts too. The chief exec adds that the growth appears to be organic, with users largely split equally across iOS and Android, although there's nothing just yet on Google Glass user numbers .

Drivers education for older drivers remains for 2 years, researcher finds

Apr. 25, 2013 ? In seeming contrast to the notion that the elderly often have memory problems, a new study from an HF/E researcher finds driver retraining to be an effective strategy for improving the safe-driving habits of older drivers over the long term.

In his Human Factors article, "The Long-Term Effects of Active Training Strategies on Improving Older Drivers' Scanning in Intersections: A Two Year Follow-up to Romoser and Fisher (2009)," Matthew R. E. Romoser conducted a follow up study to see if participants from a 2009 study who received training retained the safe driving behaviors. In 2009, the participants that received simulator training and video reviews of their driving performance increased their likelihood of scanning while negotiating an intersection by 100%.

Healthy older drivers, 70-89 years of age, from the trained and control groups of his previous study participated in a follow-up field drive in their own vehicles. Researchers recorded secondary looks, defined as looking away from the immediate path of the vehicle while entering intersections toward regions to the side from which other vehicles could appear. The participants' road-scanning behaviors were recorded using a head-mounted camera system.

Two years after their training, older drivers in the trained group still took secondary looks on average 73% of the time, more than one and a half times as often as pre-training levels. Control group drivers, who averaged secondary looks 41% of the time, saw no significant change in performance over the 2-year period.

"Training in the form of actively practicing target skills in a simulator provides drivers a means by which to reincorporate previously extinguished behaviors into their driving habits," says Remoser.

The study's results can guide the development of mature-driver retraining programs that might be incorporated into car insurance discount programs or future state licensing regulations.

(AP) ? The list of troubles linked to Justin Bieber's tour of Europe grew again after Swedish police said Thursday they had found drugs and a stun gun on the pop singer's bus.

No arrests were made since the bus was empty at the time, Stockholm police spokesman Lars Bystrom told The Associated Press.

Police said they decided to act after smelling marijuana coming from inside the bus while it was parked outside the hotel where Bieber was staying in the capital. Drug officers searched the bus during the concert while Bieber was on stage, Bystrom said.

He said a small amount of drugs and a stun gun were discovered during a search of the bus, which had been parked under the Globen concert venue in Stockholm, where Bieber was performing Wednesday. Bystrom declined to identify the drug, saying that it was sent to a lab for analysis.

Bieber, who arrived in Helsinki, Finland, later Thursday to perform in a concert the following evening, tweeted after his arrival: "some of the rumors about me....where do people even get this stuff. whatever...back to the music."

The incident is the latest in Bieber's tumultuous European tour, which has included a monkey detention, a Holocaust museum furor and a health scare.

In Britain, the 19-year-old singer struggled with his breathing and fainted backstage at a London show. He was taken to a hospital, only to be caught on camera clashing with paparazzi.

The Canadian teenage idol had to leave his monkey in quarantine in Germany since he didn't have the necessary papers for the animal.

Bieber then became the focus of intense criticism in the Netherlands for writing an entry into a guestbook at the Anne Frank House museum in Amsterdam, saying he hoped the Jewish teenager, who died in a Nazi concentration camp, "would have been a Belieber" ? or fan of his ? if her fate had turned out differently.

The comment provoked a flood of comments on the museum's Facebook page, with many people criticizing the singer for gross insensitivity.

Anne Frank hid with her family in a small apartment above a warehouse during the Nazi occupation of World War II. Her family was caught and deported, and Anne died of typhus in Bergen-Belsen in 1945. She was 13 years old when she began keeping her diary in 1942. Like many teenage girls, she made a collage of the celebrities of her day ? movie stars, dancers, and royalty ? and kept it on her bedroom wall.

In Norway, where Bieber enjoys enormous popularity, education officials in a remote district rescheduled midterm exams for high school students so that the singer's fans could attend the concert in the capital and not have to worry about missing the tests.

    (AP) ? Henrique Capriles says Venezuela's opposition will boycott an audit of election results because the National Electoral Council did not accept his demand for the examination of registers containing voters' signatures and fingerprints.

    Capriles says the opposition will challenge the election results in the Supreme Court and pressure authorities to organize a new election.

    The opposition leader made the decision after election officials did not respond to his repeated demands for a complete audit.

    Capriles made the announcement during a televised interview on Thursday.

    Significant step forward in combating antibiotic resistance

    Apr. 24, 2013 ? Antibiotic resistance is a global problem. The World Health Organisation (WHO) estimates that for tuberculosis alone multi-drug resistance accounts for more than 150,000 deaths each year. WHO warns of "a doomsday scenario of a world without antibiotics," in which antibiotic resistance will turn common infections into incurable killers and make routine surgeries a high-risk gamble.

    Certain types of bacteria are a scourge of the hospital environment because they are extremely resistant to antibiotics and consequently difficult, if not impossible, to treat. This group of bacteria is classified as 'gram-negative' because their cells have a double membrane or outer layer, compared with gram-positive bacteria, which just have one outer layer.

    Not only are these cells difficult to penetrate in the first instance, due to their double membrane, but they have effective 'pumps' which quickly reject anything that interferes with the activity of protein-building within the cell and the development of the protective cell wall.

    This research, which was funded by the Wellcome Trust, gives for the first time a clear insight into how these protein components of the pump work together to transport an antibiotic from the cell.

    Examples of gram-negative bacteria include those which cause food poisoning, meningitis, gonorrhoea and respiratory problems. Since the antibiotic is an interfering agent, many of these pathogenic bacteria use the membrane pumps to transport the medication out of the cell.

    The pumps are made up of three different proteins within the cell that work together to bring about the movement. Research lead, Professor Adrian Walmsley from Durham University's School of Biological and Biomedical Sciences explained:

    "Patients with bacterial infections are often treated with antibiotics, but since many strains are resistant to one or more of these drugs, clinicians often try to bring such infections under control by prescribing a combination of different types of antibiotics in the hope that they will override the resistance mechanisms. This sometimes works, but other times it does not. Pumps exacerbate this situation by reducing the effective concentration of the drug inside the cell. "

    "By investigating how these pumps function, we have been able to identify the molecular events that are involved in binding and transporting an antibiotic from the cell. This advance in our understanding will ultimately aid the development of 'pump blockers'. This is important because these pumps often confer resistance to multiple, structurally unrelated, drugs; which means that they could also be resistant to new drugs which have never been used before."

    Dr Vassiliy Bavro from the the Institute of Microbiology and Infection at the University of Birmingham said: "This study greatly expands our understanding of the mechanistic aspects of the pump function, and in particular challenges our previous concepts of energy requirements for pump assembly and cycling. By elucidating the intricate details of how these essential nanomachines come together, it also provides a new working model of their functional cycle in general, paving the way to development of novel approaches to disrupting their function."

    Dr Ted Bianco, Acting Director of the Wellcome Trust, said: "A world without antibiotics is a world where simple surgery becomes a life-threatening procedure, where a scratch from a rose might prove fatal, and where diseases like tuberculosis return with a ferocity not seen in Britain since the Victorian era. This is why fundamental research to understand the mechanisms of antibiotic resistance is so important. Only when we know what we're up against can researchers begin to design new antibacterial agents to help us win the war against bacterial infections."

    HR Student Team Places Third at Pacific West Regional Case ...

    Four Boise State students competed in the 2013 Pacific West Regional Case Competition sponsored by the Society for Human Resource Management (SHRM) on April 13. Eight undergraduate teams put their HR knowledge to the test and presented solutions to a panel of HR-certified judges through a 15-minute oral presentation and 2 -page executive written summary. The Boise State team, comprised of Stephanie Ortiz (president), Julian Rodriguez (vice president), Melissa Black (running for secretary) and Scott Hutchinson (running for treasurer), took 3rd place overall at the event. The team had met with coach Decateur Reed every Saturday for roughly four hours since mid-February. The hard work paid off, as the students received?$2,500 in prize money and complimentary registration to SHRM?s annual conference in Chicago.?Congratulations to our Boise State students!
